Game Rules
OVERVIEW
Twenty One is a competitive card game in which players attempt to achieve a total as close to twenty-one as possible. The active player whose total is numerically closest to twenty-one at the end of a round wins that round. Exceeding twenty-one does not automatically eliminate a player. If all active players exceed twenty-one, the player whose total is closest to twenty-one still wins. If two active players are equally close to twenty-one, the round ends in a draw.
The game may be played in either Two-Player Mode or Three-Player Mode with a dealer.
COMPONENTS
The game consists of a playing card deck containing the numbers one through eleven, each appearing only once, and a separate trump card deck containing special effect cards. Bet totals are recorded using a neutral pad or sheet of paper agreed upon by the players.
SETUP
At the beginning of the game, separate the playing card deck from the trump deck and shuffle both thoroughly. Each active player begins the first round with seven bets recorded on the neutral pad. The acting bet for the first round is set to one.
At the start of each round, each active player is dealt two playing cards. One card is placed face down as that player’s hush card and remains hidden from other players until the end of the round. The second card is placed face up and remains visible to all players. Each active player also draws two trump cards. The order of play for the round is determined by the players before the round begins.
TURN STRUCTURE
On a player’s turn, that player may draw exactly one playing card from the playing deck, play one or more trump cards, or pass. A drawn playing card is placed face up in front of the player and immediately becomes part of that player’s total. If a player chooses to pass, that player may not draw additional playing cards for the remainder of the round.
For every third playing card a player draws from the playing deck during a round, that player immediately draws one additional trump card from the trump deck. Only playing cards physically drawn from the playing deck count toward this rule. Cards gained through other effects do not count as drawn cards for this purpose.
If the trump deck becomes empty, the discarded trump cards are shuffled to form a new trump deck.
The round continues until all active players have passed. Once all players have passed, hush cards are revealed simultaneously and totals are calculated.
SCORING AND BETS
A player’s total is the sum of all playing cards in that player’s possession for the round, including the hush card and all face-up cards. The player whose total is closest to twenty-one wins the round.
At the conclusion of the round, the acting bet is subtracted from the losing player’s recorded bet total and added to the winning player’s recorded bet total. If the round ends in a draw, no bets are transferred. After each completed round, the acting bet increases by one. If at any time a player’s recorded bet total reaches zero, that player loses the game.
TRUMP CARDS
Trump cards may only be played during the turn of the player who holds them. Multiple trump cards may be played during the same turn unless a specific trump card states otherwise. When a trump card is played, its effect resolves immediately and the card is placed in the trump discard pile.
ADD NUMBER TRUMP CARD
The Add Number trump card is not used in Two-Player Mode and must be removed from the trump deck before play begins in that mode.
In Three-Player Mode, the Add Number trump card may be used only with dealer approval. When a player wishes to use an Add Number card, that player must first request confirmation from the dealer. The Add Number card may only be used if the numbered value it represents is not already present anywhere on the table. This restriction applies to all face-up playing cards as well as all hush cards, even though hush cards are hidden from other players.
If the dealer confirms that the numbered value is not currently in play, the dealer removes the corresponding numbered playing card from the playing deck and gives it to the player, and that card becomes part of the player’s total. If the numbered value is already present on the table in any form, the Add Number attempt fails. In that case, the Add Number trump card is discarded with no additional penalty.
TWO-PLAYER MODE
In Two-Player Mode, two players compete directly. All Add Number trump cards are removed from the trump deck before the game begins. There is no dealer. Both players use a neutral pad or sheet of paper to record bet totals. All other rules apply as written.
THREE-PLAYER MODE
In Three-Player Mode, two players compete as active players while a third participant serves as the dealer. The dealer does not receive playing cards, does not accumulate bets, and does not compete to reach twenty-one. The dealer is responsible for tracking all playing cards currently in play, managing the playing deck, verifying the legality of Add Number attempts, and maintaining accurate bet records. The choice of who serves as dealer, and whether the role rotates between rounds, is determined by the players.
ROUND RESET
At the end of each round, all playing cards used during the round are collected and shuffled back into the playing deck. The trump discard pile remains separate unless it must be reshuffled to replenish the trump deck. The acting bet increases by one, and a new round begins following the standard setup procedure.
END OF GAME
The game continues across multiple rounds until one player’s bet total reaches zero. That player loses the game. If only one active player remains with bets remaining, that player is declared the winner.
